　　而波音自己进行安全认证，原因是因为缺乏资金和资源，美国联邦航空管理局多年来授予波音更多的权力，让其承担更多的工作，以证明自己飞机的安全性。

　　此外，波音总部所在地的媒体《西雅图时报》揭露，波音公司提交的关于新飞行控制系统的原始安全分析，存在三处致命缺陷，无法证明飞机安全可飞。

　　具体来看，MCAS系统的作用是：当飞机失速时，通过旋转水平尾翼使得机头向下运动，避免失速。不过，MCAS系统的设计却与波音长期给予飞行员完全控制权的传统相悖。

　　然而，接受采访匿名FAA工程师们却指出，在波音的原始安全分析报告中，这项系统存在三处致命缺陷。

　　1．报告过低估计了新型飞行控制系统的威力。当飞机投入使用时，该系统使尾翼移动的距离比报告中所称的距离多四倍。

　　2．报告无法解释飞行员每次做出操纵反应后系统要如何重置，这意味着报告忽略了系统重复推动机头向下而带来的潜在影响。

　　3．报告只将系统故障评估为“危险级”，低于“灾难级”。然而，即使是这一等级也本应该能根据单个传感器的输入阻止系统激活。
